Achievements as Council Member (2018 - 2023)

  • Reduction in Property Taxes

  • One of my early and major contributions on the Town Council includes more money in the pockets of the Flower Mound residents.


    Voted to reduce the property tax rate. This was important because it benefits both the residential and commercial property owners.

    Voted to provide homestead exemption to homeowners.

    This two-step prcess, was essential in helping Town steadily manage its expenses in response to the resulting changes in expected revenues.

  • Fiscal Responsibility

  • Helped reduce the expenditures during budget exercises, and helped prioritize the capital improvement projects.


    Successfully led the effort to remove the discussion of Lakeside TIRZ (Tax Increment Reinvestment Zone), and opposed TIRZ #2.

  • Controlling High Density

  • With the help of the residents, I was able to pushback on undesirable high-density projects and convince majority of my fellow Councilmembers to see our way.


    Voted against and denied many undesirable high-density projects, while encouraging and approving more commercial/Class-A offices in designated parts of the Town.

  • Traffic Management

  • Provided strategic direction for further synchronization of traffic lights in Town, using newer technologies.


    Worked with rest of the Council and town staff to make much needed improvements to major intersections in town, to move the traffic faster and more efficiently, such as the Long Prairie Rd (FM 2499) and Flower Mound Rd (FM 3040), and FM 2499 and FM 407 intersections.

    We were able to prevent Morriss Road expansion and keep it to 4 lanes. The fall in traffic on Morriss, proximity to the neighborhood homes, the multiple school zones along the road, and the road’s layout through the town, do not warrant the Morriss Road expansion. The road’s designation is now changed to Urban Minor Arterial.

  • Residents Come First

  • Always listened to the residents of The Town of Flower Mound. I was the main proponent of their wants and needs inside the Town Hall during the Council deliberations, and outside on the items that have major impact on quality of residents’ lives and property value of their homes.

    Always priortized residents over developers.

  • Protecting the Master Plan

  • I am also committed to the preservation of the Cross Timbers Conservation Development District (CTCDD), and successfully initiated removal of cluster development option from CTCDD.

    I and 2 other Councilmembers denied a Master Plan Amendment (MPA) in Denton Creek District Area Plan in Canyon Falls.

    As, I have always said that if we amend the Master Plan, it should benefit the Town and its residents. With that in mind, I voted against many MPAs, but was okay with certain amendments, such as, to adopt the Lakeside Reuse Water Master Plan.

  • Work Left to Do

  • However, our work is not done, since there is need for continuous improvement to our quality of life, and there is no end to proposals for projects that push the envelope.

    I am continuing to stay involved in various capacities.

    I am hoping that more residents will step forward, and take on this work.

    Sandeep Sharma

    Sandeep Sharma has lived in Flower Mound since 2001, and in Texas even longer. He chose to settle down in Flower Mound due to its uniqueness and quality of life.

    Sandeep was Flower Mound Town Councilmember from 2018 to 2023.

    Sandeep also served on Town’s Charter Review Commission in 2013 and 2023, and as Planning & Zoning Commissioner between 2014 and 2016.
    Sandeep chaired Town’s Blue Ribbon Bond Committee in 2024.

    Sandeep is an active member of the Flower Mound New Century Lions Club, and supports and donates to various charities.

    Sandeep heads a management and technology consulting firm, The Evolvers Group, that is well known for providing consulting services to private sector, public sector and non-profits for audits/assessments, building technology roadmaps, making strategic recommendations, and providing software design, architecture and development.
    His "Quest to Excel" motto inspires Sandeep to fulfill the Town’s vision and to work towards steering Flower Mound in a strategic direction.

    With a Master of Business Administration and Bachelor’s degree in Computer Engineering, Sandeep follows the principle of "maintaining the right balance between the idealistic and practical approach" in his role as CEO of The Evolvers Group. Sandeep’s experience also includes working at Hewlett Packard, IBM, Sprint, AT&T (formally SBC Communications), Lockheed Martin, US EPA, etc.
